I understand the Winter Meeting of the ARRL Board of Directors, in January of 2007, will feature an overall review of ARRL’s current legislative priorities. As a Member of ARRL, I strongly urge each of you to advocate, as part of this review, upgrading the priority of Homeowners’ Association (HOA) antenna reform.
I ask you to propose, or at the very least support, the following action by the Board:
- · Elevate HOA antenna reform to a top priority for ARRL,
- · comparable in importance to restraining Broadband Over
- · Powerlines (BPL) -- and more important than enactment
- · of the Spectrum Protection Act.
- · With the BPL battle currently concentrated in the courts, the lion’s share of
ARRL’s budget for Congressional action should go to HOA antenna reform.
- · I also hope ARRL representatives will meet with Representatives Steven Israel, D-NY, and Mike Ross, D-AR, to discuss whether modifications of the ARRL-endorsed Emergency Communications Consistency Act could make the bill the bill more politically “marketable” in 2007. Notable possibilities include: (a) providing more guidance in the bill for determining what constitutes “reasonable accommodation” of ham antennas by HOAs, rather than leaving the phrase to be defined, case-by-case, through costly and time-consuming litigation; and (b) limiting eligibility for the HOA antenna ban overrides to hams who have been certified as trained and active Emergency Communicators.
- · Unlike BPL, total bans on outdoor ham antenna bans have a 100% “kill rate”. Progress on restraining BPL, or preserving Amateur Radio frequencies, is academic for hams who can’t even get on the airwaves. With HOAs now dominating 50% or more of all new housing in America, it is time for more vigorous action by ARRL on this issue.
Remember: More ham antennas = more ARRL Members.
