I am Don Schellhardt KI4PMG, the current President of HAMS FOR ACTION (HFA). Our group was formed to advocate partial overrides of the total bans on Amateur Radio antennas by Homeowners’ Associations (HOAs). We filed a Petition For Rulemaking with the FCC in July, but are simultaneously pursuing action by Congress.
On behalf of HAMS FOR ACTION, I commend each of you for supporting antenna ban override legislation in all 3 of the last 3 Sessions of Congress. Representative Israel introduced the first two bills, and Representative Ross joined him in co-introducing the most recent bill, but each of you has consistently taken every opportunity to sponsor or co-sponsor the proposal. Only 9 Members of the House can make that claim.

These commendations from HFA are not endorsements. They are acknowledgements. HFA is recognizing steadfast service on the issue which HFA was created to address.

I am Don Schellhardt KI4PMG, the current President of HAMS FOR ACTION (HFA). Our group was formed to advocate partial overrides of the total bans on Amateur Radio antennas by Homeowners’ Associations (HOAs).
We filed a Petition with the FCC in July, but are simultaneously pursuing action by Congress. An antenna ban override bill has been introduced by Representatives Steven Israel, D-NY, and Mike Ross, D-AR, but there is no “companion bill” in the Senate.
Members of HFA are personally engaged in direct and intensive lobbying solely on the issue of HOA antenna reform. However, we also support lobbying efforts by the AMERICAN RADIO RELAY LEAGUE (ARRL) on two other issues.
To this end, HFA has prepared ratings of all Congressional legislators. These ratings
are based on each legislator’s degree of support, over the past 6 years, for each of 3 bills endorsed by ARRL.
Each of you was one of only 12 U.S. Senators to have sponsored or co-sponsored any of the ARRL-endorsed bills in any of the last 3 Sessions of Congress.
HFA thanks you and commends you for your support to date. At the same time, we ask for your future support on a broader range of pro-ham legislation.

During the past 6 years, only one of the 3 ARRL-endorsed bills has been introduced in the Senate. This was the Amateur Radio Spectrum Protection Act, introduced by Senator Crapo, R-ID, which each of you has supported in at least one Session of Congress. A House bill was introduced by Representative Michael Bilirakis, R-FL.
The other ARRL-endorsed legislative proposals are as follows:
The previously referenced HOA antenna reform bill, introduced in the
House by Representatives Israel and Ross
And
A Joint Resolution, introduced in the House by Representative Ross,
- · to ensure FCC reconsideration of its recent rule on Broadband
- · Over Powerlines (BPL), under which the Commission
- · authorized commercialization of both interference-generating
- · and low-interference BPL technologies
