ECA = Amateur Radio Emergency Communications Consistency Act. Would require Homeowners’Associations (HOAs) to provide for “reasonable accommodation” of ham antennas. Introduced in House in 2002, 2003 and 2005, but no Senator ever introduced a companion bill. (House lead sponsors: Steven Israel, D-NY, and Mike Ross, D-AR.)

BPL = Joint Resolution, under which both Houses of Congress would urge the FCC to review, and perhaps revise, its approval of interference-generating forms of Broadband Over Technologies (BPL). Introduced in House in 2006, but no Senator introduced a companion Joint Resolution. (House lead sponsor: Mike Ross, D-AR.)
